GSA – Building 40 and 1A Consolidation Project – Design Excellence

The General Services Administration (GSA), Public Buildings Service (PBS) seeks to commission our nation’s most talented architects, landscape architects, interior designers, engineers, and construction professionals to design and construct federal buildings of outstanding quality and value.
GSA intends to issue a Request for Qualifications (RFQ) for a Design-Build (D-B) contract for the Building 40 and 1A, Bureau of Land Management (BLM), Colorado State Office (COSO) Consolidation project. Building 40 and 1A are located on the Denver Federal Center campus (Lakewood, Colorado) which is bound by Kipling Street to the east, 6th Avenue to the north, Simms Street to the west, and Alameda Avenue to the south. The Denver Federal Center campus is a secured campus. Although open to the general public, a valid government issued ID must be presented at each entry point guard station.
GSA intends to award a firm-fixed price design-build contract pursuant to the Federal Acquisition Regulation (FAR) two-phase design-build selection procedures (FAR Subpart 36.3). For this contract award process, GSA will issue two solicitations in sequence: Phase 1 and Phase 2, respectively.
The purpose of Phase 1 (the Request for Qualifications) is to select the most highly qualified Offerors from Phase 1 to participate in Phase 2 (the Request for Proposals). Once Phase 1 is complete, the Contracting Officer will invite the three “short-listed” Offerors to submit Phase 2 proposals. Potential Offerors are hereby placed on notice that GSA will publicly announce the names of the Phase 1 “short-list” on the beta.sam.gov site.
This procurement will be limited to small business firms in accordance with FAR Subpart 19.5 – Set-Asides for Small Business.
The Phase 1 Request for Qualifications will be issued electronically on or about February 10, 2020 via the internet at www.beta.sam.gov.

Call in reservations will not be accepted. This briefing is intended to review the scope of the project, submittal requirements and review the project site.
