Even before the Federal Acquisition Regulations (FAR) and the Small Business Administration (SBA) rules and regulations are applied to an agency that is planning a procurement, one of the most powerful set of rules that come into play are the rules and decisions effected by Appropriations Law. What does Congress intend for the Executive agencies to do with the money they – Congress, as the holders of the purse, provide to the agencies to spend those tax dollars on? And how does Congress manage and control those dollars?

For PTAC clients ready for the “next level” of training, this webinar will focus on the Government Accountability Office (GAO) and Principles of Federal Appropriations Law (the Red Book). You will learn about the availability, purpose, amount and time restrictions of federally appropriated funds and how agencies work to avoid the Anti-Deficiency Act violations. Seminar will be approximately 1 ½ hour in duration.

CO PTAC counselor, Lorna Gunning is a Senior Procurement Counselor in the Golden office. Ms. Gunning served over 33 years with the Department of Interior’s NPS and BLM (National Park Service and Bureau of Land Management). She served as the Deputy Bureau Procurement Chief as well as the Acting Bureau Procurement Chief for NPS and the Chief of Procurement for the National Operations Center for BLM. She held an unlimited warrant authority for all contracting types. Her unique experience includes Construction, A/E, Professional Services, and IT procurements. Ms. Gunning is FAC-C Level III certified and remains current with changes and updates to the Federal Acquisition Regulations.
